GAO reviewed freight traffic management practices in the Department of Defense's (DOD) European theater, focusing on DOD systems for reporting: (1) in-transit freight losses and damages; and (2) transportation charges. GAO found that: (1) the U.S. European Command (USEUCOM) is not required to analyze data on freight losses and damages caused by military and commercial carriers in the European theater; (2) there are no procedures for following up and reporting freight losses and damages caused by military carriers; (3) although DOD pursues freight loss and damage claims against commercial carriers, it does not report information on them to USEUCOM; and (4) the U.S. Army, Europe (USAREUR) does not prepare a required monthly report summarizing amounts paid to commercial carriers for freight expenses.

Recommendations for Executive Action

  1. Status: Closed - Implemented

    Comments: On January 10, 1994, Headquarters, USEUCOM, amended the European Directive 64-3 to include procedures for reporting freight losses and damages caused by military carriers.

    Recommendation: To improve DOD freight traffic management practices in the European theater, the Commander, USEUCOM, should amend Directive 64-3 to include procedures for reporting freight losses and damages caused by the theater's military carriers.

  2. Status: Closed - Implemented

    Comments: On January 10, 1994, Headquarters, USEUCOM, amended the European Directive 64-3 to designate managers to analyze freight losses and damages caused by the theatre's military and commercial carriers.

    Recommendation: To improve DOD freight traffic management practices in the European theater, the Commander, USEUCOM, should designate managers to analyze freight losses and damages caused by the theater's military and commercial carriers. This action would allow USEUCOM to determine and correct weaknesses in its transportation system.

  3. Status: Closed - Implemented

    Comments: In October 1993, the Commander directed the 266th Theater Finance Command to prepare monthly reports summarizing the funds paid to commercial carriers for transporting DOD freight within the European theatre.

    Recommendation: The Commander, USAREUR, should direct the 266th Theater Finance Command to prepare a monthly report summarizing the amount of funds paid to commercial carriers for transporting DOD freight within the European theater.
