Pursuant to a congressional request, GAO: (1) examined the Army, Navy, and Air Force fiscal year (FY) 1993 budget requests and prior years' appropriations for selected command, control, and communications satellite programs; and (2) identified potential reductions to the FY 1993 budget request and potential rescissions to prior year appropriations.

GAO found that: (1) schedule slippage, technical risks, cost, requirements, and program changes have affected the program funding requirement for FY 1993 as well as 1992; and (2) there were $120 million in potential reductions and rescissions for congressional consideration.
