GAO provided information on the: (1) impact of changing national security needs on the justification for maintaining Army reserve training divisions; (2) current operations and roles of reserve training divisions; and (3) proposed new roles for reserve training units.

GAO found that: (1) the Army is planning to reduce the number of reserve training divisions from 12 to 9 due to changing and diminishing security needs; (2) during Operation Desert Storm, the Army activated about 5,000 reserve training division personnel to train Individual Ready Reserve (IRR) personnel; and (3) the Army is reassessing the refresher training mission.

Recommendations for Executive Action

  1. Status: Closed - Implemented

Comments: The Office of the Army Deputy Chief of Staff for Operations and Plans, in coordination with Forces Command and the Training and Doctrine Command, is reviewing new training requirements and strategies in anticipation of evolving training division missions. Analysis of the results of a 1993 mobilization exercise found that refresher training is a viable training division mission.

Recommendation: The Secretary of the Army should, as a part of the Army's mobilization training analysis, determine the viability of assigning the IRR refresher training mission to the reserve training divisions. If this is found to be viable, the Secretary should determine the number of reserve training divisions required to perform the mission.

Agency Affected: Department of Defense: Department of the Army

  2. Status: Closed - Implemented

Comments: The Army evaluated the training division requirement against the war-fighting scenarios generated by TAA 2001. Based on this analysis and the assignment of new missions to the training divisions, the Army concluded that the planned reduction to nine training divisions is consistent with the mobilization training mission.

Recommendation: The Secretary of the Army should deactivate those reserve training divisions not required for a mobilization training mission.

Agency Affected: Department of Defense: Department of the Army
