DOD's Efforts to Streamline the Transportation Command

Pursuant to a congressional request, GAO reviewed the Transportation Command's implementation of recommendations made in a February 1988 Department of Defense task force report.
GAO found that: (1) the Secretary of Defense did not agree to eliminate the 1,015 positions recommended, and instead reduced Command headquarters and component staffs by 204 positions; (2) the military services retained peacetime operational authority through component commands, while the Command had authority during wartime and national emergencies; (3) Command officials believed that, to perform as a fully operating unified command, it should be responsible during peace, war, and national emergencies; and (4) the Command's Reorganization Task Force proposals to improve transportation operations, reduce staff requirements, and increase efficiency were under consideration by the Joint Chiefs of Staff and the Office of the Secretary of Defense.
