Pursuant to a congressional request, GAO reviewed the Army's fiscal year (FY) 1992 budget request and prior-year appropriations for selected command, control, and communications programs, focusing on potential: (1) reductions to the FY 1992 budget request; and (2) rescissions to prior-year appropriations.

GAO: (1) found that schedule delays, program changes, and uncertainties affected the Army's program funding requirements for FY 1992; (2) identified $129 million in potential potential reductions in FY 1992 command, control, and communications programs for congressional consideration; (3) identified potential reductions of $114.2 million in Army programs; and (4) identified a potential reduction of $14.8 million for Army-developed equipment procured by special operations forces.
