GAO reviewed whether: (1) the Military Sealift Command (MSC) complied with the Service Contract Act in awarding a contract for the operation of 10 oceanographic ships; and (2) former MSC employees improperly influenced the award.

GAO found that: (1) MSC properly notified prospective contractors that the Service Contract Act would be applied to all ship operating contracts and required offerers to quote separate rates for the periods the ships would be within U.S. waters; (2) MSC requested Labor to determine minimum wages and fringe benefits applicable to the contract and included the determination in the request for proposals, in accordance with the act; (3) the request for a wage determination provided sufficient information to determine appropriate wages for both licensed and unlicensed mariners; and (4) former MSC employees did not improperly influence the contract award.
