In response to a congressional request, GAO reviewed the San Antonio Air Logistics Center's purchase of C-5 aircraft crash damage kits, focusing on an allegation that an Air Force officer violated conflict-of-interest laws during the procurement process.
GAO found that: (1) although the officer had contacts with the contractor about future employment before he retired, there was no evidence that his actions influenced the procurement; (2) the officer's major involvement with the procurement occurred before he had contact with the contractor for employment purposes; and (3) the officer did not comply with regulations relating to private employment contacts between Department of Defense procurement officials and defense contractors, since he did not report his employment contacts to Air Force officials or disqualify himself from participation in the procurement after the contacts.
