Proposals To Modify the Management of Officers Assigned to Joint Duty

In response to a congressional request, GAO analyzed the Department of Defense's (DOD) proposed modifications to title IV of the Department of Defense Reorganization Act of 1986.
GAO found that DOD proposed: (1) a minimum 3-year tour for joint duty assignments to afford more qualified officers the opportunity for command tours; (2) to reduce the minimum and average tour length for general duty officers to allow a greater number of officers to qualify for senior leadership positions; (3) to restrict officers' promotion tracking following completion of their joint assignments; (4) to compare all officers in joint assignments against all officers in the same grade and category; (5) to designate 250 in-service positions as joint assignments if they provided significant experience in joint matters; (6) to authorize the Secretary of Defense to waive the sequencing requirement for qualification as a joint specialist; and (7) to change the delegation of authority for designating joint specialists.
