Pursuant to a congressional request, GAO provided information regarding Air Force prime contracts and first-tier subcontracts for the C-17 and C-5B aircraft, focusing on the: (1) contracts' and subcontracts' dollar value; (2) geographical distribution of contracts and subcontracts; and (3) use of competitive procedures to select contractors and subcontractors.

GAO found that the C-17 prime contractor awarded: (1) 707 subcontracts worth $100,000 or more to 51 subcontractors in 14 states; (2) 38 percent of the total dollar value of subcontracts to companies located in California; (3) about 79 percent of the total dollar value of subcontracts using competitive procedures; and (4) about $9.4 million in subcontracts to foreign firms. GAO also found that the C-5B prime contractors awarded: (1) 144 subcontracts worth $500,000 or more to 99 subcontractors in 29 states; (2) 44 percent of the total dollar value of subcontracts to companies located in California; (3) $172.7 million in subcontracts to foreign firms; and (4) 10 percent of the total dollar value of subcontracts using competitive procedures.
