The Chemical Warfare Review Commission Did Not Comply With the Federal Advisory Committee Act

In response to a congressional request, GAO: (1) reviewed possible lobbying actions by or on behalf of the President's Chemical Warfare Review Commission (CWRC); (2) determined the propriety of certain actions relating to CWRC operations; and (3) evaluated CWRC management activities.
GAO found that the Office of the Secretary of Defense (OSD) failed to comply with the Federal Advisory Committee Act since CWRC: (1) did not maintain detailed minutes of meetings; (2) neglected to designate a federal official to attend each meeting; (3) disposed of government funds improperly; and (4) did not publish advance notices of all meetings. GAO also found that OSD managed CWRC differently than it did two other presidential commissions, since those commissions complied with the act.
