Department of Defense's Space Laser Program Plan--Status and Issues

GAO reviewed the Department of Defense's (D0D) Space Laser Program Plan to evaluate the plan's progress and potential.
GAO found that: (1) the 6-year, $908.3 million effort presented in 1982 increased to 7 years and $1,558.3 million in 1983; and (2) DOD was not able to adequately monitor the plan's status because the management and funding structure is too diffuse to be effective. Further, no single funding source was set up for the plan. Instead, program funding was handled through existing channels within the Army, Air Force, and the Defense Advanced Research Projects Agency. GAO believes that centralized management of the program would allow prioritizing of funding needs so that critical tasks can be accomplished in a chronological sequence.
