During a review of Reserve Forces facilities, GAO identified management problems in the Army's procedures for requesting construction funds.

Two construction projects for Fort Pickett, Virginia, a 500-person theater/classroom and a petroleum distribution system, were submitted for funding under two separate programs. Submitting a project under two different programs overstates the Army's facilities requirements, and the cost of these two projects alone exceeds the requirements by almost $1 million. It is not known how widespread this practice is.

Recommendation for Executive Action

    Recommendation: The Secretary of the Army should require the Army to determine under which of the two programs the projects should be included and then delete them from the other program. The Army should also query its major commands to identify and correct any other dual submissions, and develop better management controls to prevent future dual submissions.
