Charges concerning the performance of the Planning Research Corporation (PRC) under its contract at the Kennedy Space Center were investigated. Under its contract with the Center, PRC provides engineering services, which include surveillance and inspection of construction, manufacturing, and installation contracts to assure that work is performed in accordance with design drawings and specifications.
There was validity to the stated noncompliance with the construction contract requirements on the number of full-time quality control personnel and on the inadequate experience and high attrition rate of PRC'S surveillance personnel. In addition, daily construction logs contained examples of noncompliance with contract specifications. Circumstances disclosed by the preliminary inquiries indicated that significant potential existed for substandard construction work that may not have been detected. Such work may have been corrected by change orders for which additional payments were made.

Recommendation: The Kennedy Space Center should review the quality control provisions of its construction contracts, and determine if contractors are staffing quality control in accordance with contract requirements.
