Improved Productivity in Real Property Management Would Save Money for Certain Agencies

Some civil departments and agencies could improve productivity and save money if they used adequate work measurement systems in their real property maintenance functions.
Work measurement systems, which measure and evaluate the performance of labor forces, need improvements in the General Services and Veterans Administrations and are fragmentary or nonexistent in the Departments of Agriculture, Transportation, and the Interior, the National Aeronautics and Space Administration, and the Public Health Service. Nonfederal organizations which have implemented adequate work measurement systems have realized productivity increases ranging from 10 percent to 45 percent.

Recommendation: The heads of departments and agencies should: (1) develop and install adequate work measurement systems or improve present ones, as appropriate; (2) provide resources for establishment and administration of a work performance standards program and for the effective use of work measurement systems; (3) ensure that sufficient training is provided to operating personnel and managers on the uses and benefits of work measurement systems; (4) require that work measurement data is summarized for managers to use in evaluating performance, budgeting, and allocating resources; and (5) establish adequate procedures and controls to ensure effective implementation and continued use of work measurement systems. The Director of the Office of Management and Budget should act as a focal point for monitoring the adequacy of measurement systems used in real property management and require budget examiners to pay greater attention to the requirement that civil agency and departmental budget requests for real property maintenance and repair funds be based on the use of adequate work measurement systems.
