GAO published a functional requirements document intended to assist agencies when developing new systems and when improving or evaluating existing systems. It provides the baseline functionality that agency systems must have in order to support agency missions and comply with laws and regulations. Specifically, the document focuses on (1) micropurchases made with purchase cards, (2) information requirements relative to contract line item number, (3) information requirements relative to internal controls and security, (4) payment and closeout, (5) proposed requirements relating to the standard general ledger, (6) mandatory and value-added requirements, and (7) definitions of terms.
