Potential Reductions to the Department of Defense's Budget Request

Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) fiscal year (FY) 1990 budget request for automatic data processing (ADP) resources.

GAO found that: (1) DOD components based their budget requests for the Worldwide Military Command and Control ADP Modernization Program on the structure of the program it replaced and had not finalized requirements for the restructured program; (2) the services might not be able to procure some of the local area network equipment they requested, since they did not plan to define equipment requirements until late FY 1990; (3) the Army, Navy, Air Force, and Defense Communications Agency had a total of $20.35 million in unobligated funds from prior FY; (4) the Military Airlift Command planned to issue a new standard for its automatic communications processor program; (5) the Air Force's revised cost estimate for its Reliability and Maintainability Information System rendered the system eligible for review by the Major Automated Information System Review Council; (6) the Air Force did not include funds from the Depot Maintenance Air Force Industrial Fund Asset Capitalization Program in its exhibit for the Depot Maintenance Management Information System; and (7) the Air Force's FY 1989 budget for the Depot Maintenance Management Information System included an estimated $2 million in Asset Capitalization Program funds to offset FY 1990 needs.
