Pursuant to a congressional request, GAO reviewed: (1) legislative changes to block grant program authorizations; and (2) how restrictions placed on recipients have changed regarding set-asides, cost ceilings, and state and local grantees' fund usage.

GAO found that: (1) from 1983 to 1991, Congress amended set-aside and cost-ceiling requirements or changed existing requirements 58 times; (2) 13 amendments added set-aside and cost ceiling requirements, 1 set aside was abolished, and 1 cost ceiling was replaced from 1982 to 1991; and (3) grantees seldom request waivers, the waivers are usually approved, and federal agencies do not collect data on waiver requests.
