Pursuant to a congressional request, GAO provided information on the Consumer Product Safety Commission (CPSC), focusing on the CPSC mission, organizational structure, budget, general performance, changes in focus, and activities. GAO noted that: (1) the CPSC mission involves identification and analysis, hazard assessment and reduction, compliance and enforcement, consumer information, and agency management of hazardous products; (2) by 1990, the CPSC budget had decreased by 60 percent, and CPSC had 41 percent fewer staff than in 1975; (3) CPSC performance is viewed as poor; and (4) CPSC focuses on developing voluntary standards and educating and informing consumers about product hazards.
