Pursuant to a congressional request, GAO provided background information on Puerto Rico in preparation for congressional hearings on the islands' future political status.

GAO summarized information provided in a briefing on Puerto Rico's: (1) history and culture; (2) relationship with the federal government; and (3) governmental structure, economy, and socioeconomic conditions. GAO also examined selected transition issues facing Congress as it defines three status options for the Puerto Rican people to decide by referendum, including statehood, independence, and enhanced commonwealth status.
