GAO sent questionnaires to the Social Security Administration's (SSA) mid-level managers and employees to obtain their perspectives on various issues and problems related to their jobs.

GAO developed information on the managers' and employees' perceptions of their work environment and SSA operations, which might be useful in improving management and personnel effectiveness.
