The Barren River Comprehensive Care Center, located in Bowling Green, Kentucky, is a community mental health center providing mental health services for 10 rural counties. There are satellite centers located in each of the other counties. Three allegations were made concerning the Center and its personnel.

Investigation of the allegation that Carroll E. Holmes, the Regional Community Coordinator and Acting Executive Director for the Center, recently left, taking about $6,000 with him showed that the merging of two centers and the resulting confusion and lack of controls appear to have been the major reasons which allowed this situation to occur. Although the Board of Directors has a judgment against Mr. Holmes, it is uncertain, based on his pattern of payments, if the full amount will ever be recovered. Investigation of the charge that patients and staff did not show up at satellite clinics for scheduled appointments indicated that there was no recurrent pattern to the absences of patient or staff and that appointments have generally been rescheduled to insure continuity of care. The decision of the Board of Directors to contract for data processing services with a neighboring mental health organization resulted primarily from a reduction in Federal funds for the Center. It appears that the use of this service will result in reduced costs for the Center and more useful management information reports.
