Pursuant to a congressional request, GAO reviewed: (1) the potential impact of the Medicare home health services interim payment system on home health agencies; (2) the number, distribution, and effect of recent home health agency closures; and (3) whether the interim payment system could be affecting beneficiaries' access to services, particularly for beneficiaries who are expensive to serve.
