Pursuant to a legislative requirement, GAO determined whether the Director of the Office of Management and Budget (OMB) complied with the provisions of 38 U.S.C. 8110(a)(4). GAO noted that: (1) OMB has provided the Department of Veterans Affairs (VA) all of the funds authorized under the Continuing Resolution for fiscal year 1996; (2) OMB has authorized no fewer than 206,154 full-time-equivalent (FTE) employees for the three VA medical accounts; (3) the FTE level is equivalent to the VA budget submission and the amount of funds allocated for FTE under the Continuing Resolution; and (4) the Director, OMB, has complied with all of the legislative requirements of section 8110(a)(4), except in meeting the October 30 deadline.
