Pursuant to a congressional request, GAO reviewed income statistics data for certain tax exempt organizations that received federal grants. GAO noted that in tax year 1992: (1) 44,274 tax exempt organizations reported receiving government grants totalling $42.6 million; (2) 768 organizations that were exempt under Internal Revenue Code section 501(c)(3) reported lobbying expenditures over $25,000; (3) although only 2.6 percent of these grantees reported lobbying expenditures, they accounted for 56.8 percent of the total reported lobbying expenditures; and (4) 41 grantees reported political activity expenditures totalling $2,445.
