Pursuant to a congressional request, GAO reviewed the problems and deficiencies with the District of Columbia's Aid to Families with Dependent Children (AFDC), Food Stamp, Foster Care, Emergency Assistance, and General Public Assistance programs. GAO noted that: (1) there is a need for additional services in each of the District's public assistance programs; (2) program deficiencies could result in reduced federal payments, and thus lower revenues, if not corrected; (3) the budgetary impact of these program deficiencies and mandated improved services is hard to measure; and (4) the improved services called for would tend to increase the budgeted costs of these programs.
