Use of FBI Aircraft by Department of Justice Officials

Pursuant to a congressional request, GAO reviewed the use of Federal Bureau of Investigation (FBI) aircraft by Department of Justice (DOJ) officials, focusing on the number of trips taken by the attorneys general and FBI Director.

GAO found that: (1) travel by DOJ officials on FBI-owned aircraft decreased sharply from 96 trips in fiscal year (FY) 1990 to 31 trips in FY 1993; (2) DOJ officials took only 3 trips on FBI-owned aircraft during the first quarter of FY 1994; (3) of the 301 trips taken by DOJ officials between FY 1990 and the first quarter of 1994, 42.5 percent were for travel by attorneys general, 38.2 percent were for travel by FBI directors, and 19.3 percent were for travel by other DOJ officials; and (4) the attorneys general and FBI directors were accompanied by a FBI security detail and frequently by other DOJ and FBI officials on FBI-owned aircraft.
