Coordination of Intelligence Activities

Pursuant to a congressional request, GAO provided information on the coordination of domestic narcotics intelligence activities.
GAO found that: (1) federal organizations are operating 19 counternarcotics intelligence centers and have planned a national center for the summer of 1993; (2) the primary function of 15 of the centers is to gather and analyze time-sensitive information; (3) the remaining centers produce information on long-term trends and patterns; (4) duplication exists in the analysis and reporting of drug intelligence data; (5) the Office of National Drug Control Policy (ONDCP) has the responsibility for managing the nation's war on drugs and ensuring that information is available to support counternarcotics activities; (6) ONDCP establishes priorities for intelligence functions and encourages agency cooperation in coordinating and sharing intelligence information; and (7) ONDCP must certify whether agency budgets reflect the priorities established in the National Drug Control Strategy.
