Pursuant to a congressional request, GAO reviewed the General Services Administration's (GSA) Building Delegation Program, focusing on: (1) how federal agencies operated delegated buildings; and (2) actions GSA needed to take to improve its oversight of the program.

General Services Administration In addition to obtaining all cost and performance data as recommended in a recent GAO GSA management report, the Administrator of General Services should direct the regional offices to: (1) work with the agencies to ensure that cost data currently collected to oversee and monitor standard-level services are accurate and submitted to the appropriate regional office; and (2) analyze the cost data to identify potential inefficient operations.
Closed – Implemented
GSA worked with delegated agencies to obtain their comments on the revised cost reporting requirements, provide detailed cost reporting guidance, and identify the due date and appropriate regional office for submitting completed cost reports. During FY 1990, the regions began the annual process of analyzing agency cost data.
General Services Administration The Administrator of General Services should require the Commissioner, Public Buildings Service, to: (1) identify common problems and the emerging trends associated with delegated building operations and communicate them to GSA regional and delegated building officials; and (2) share the GSA building manager training curriculum with delegated agency officials.
Closed – Implemented
GSA began sharing information on common problems and trends through its Facility Delegations Advisory Publication. This quarterly publication focuses on delegations matters and is sent to GSA regional and delegated agency officials. GSA also shared its building manager training curriculum with delegated agency officials.
