Comments on Suggested Revisions to Proposed District of Columbia Procurement Regulations

In response to a congressional request, GAO provided comments on suggested revisions to the District of Columbia's (DC) proposed regulations to implement the District of Columbia Procurement Practices Act of 1985.
GAO compared the suggested changes with the proposed regulations to determine whether the proposed regulations included the suggestions. The suggestions pertained to: (1) sole-source contracts; (2) emergency contracts; (3) contract modification documentation; (4) contractor performance; (5) contractor favoritism; (6) contracting officer authority; (7) contract service and product descriptions; (8) contract evaluations; (9) fixed-price and determinate quantity contracts; and (10) the DC Inspector General's responsibilities under the act. GAO found that: (1) although the regulations were generally accurate, compliance was a problem in the past; (2) the proposed regulations already covered some of the suggested changes; and (3) although some of the suggested changes would improve the regulations, issuing stronger regulations would not guarantee improved procurement practices.
