NASA's Disadvantaged Business Advocate Not Reporting to Proper Management Level

In response to a congressional request, GAO reviewed the National Aeronautics and Space Administration's (NASA) Office of Small and Disadvantaged Business Utilization (OSDBU) to determine its compliance with the Small Business Act's required reporting level.
GAO found that: (1) although a NASA regulation changed the OSDBU Director's reporting level from the Administrator to the Deputy Administrator, NASA never implemented it; and (2) since the Director has reported and continues to report to the Associate Deputy Administrator, the reporting level is not in compliance with the Small Business Act.

Recommendation for Executive Action
Recommendation: To bring NASA into compliance with Section 15(k)(3) of the Small Business Act, the Administrator, NASA, should require the Director, OSDBU, to be responsible only to and report directly to the Administrator or the Deputy Administrator.

Comments: As of June 5, 1987, the Director, OSDBU, has been reporting directly to and responsible only to the Deputy Administrator, NASA. This brings NASA into compliance with the Small Business Act, section 15(R)(3).
