The Results Act: An Evaluator's Guide to Assessing Agency Annual Performance Plans

GAO published an evaluator's guide to facilitate assessment of the strengths and weaknesses of agencies' annual performance plans in meeting both the requirements of the Government Performance and Results Act and congressional expectations that the plans inform Congress and the public about agencies' performance goals, including how they will accomplish them and how they will measure their results.
