GAO evaluated the Department of Defense's (DOD) Personnel Security Program, focusing on the Navy's adjudication process of security clearances for military and civilian personnel.

GAO found that, although the Navy has maintained a centralized adjudication facility for many years, about 3,000 commands have been authorized to adjudicate the security clearances for military personnel. The commands reviewed by GAO experienced some problems, because the range in rank or grade level of the individuals adjudicating cases varied widely, formal training and security experience were lacking, and the clearance review verification procedures were inconsistent. GAO noted that, until a uniform adjudicating system is adopted, procedural discrepancies may negatively affect the efficiency of the process.
