GAO reviewed the Department of Health and Human Services, Food and Drug Administration's (FDA) new rule on regulations restricting the sale and distribution of cigarettes and smokeless tobacco to protect children and adolescents. GAO found that (1) the rule prohibits the sale of cigarettes and smokeless tobacco to individuals under the age of 18 and imposes specific marketing, labeling, and advertising requirements; and (2) FDA complied with applicable requirements in promulgating the rule.
