GAO reviewed the Department of Health and Human Services, Food and Drug Administration's (FDA) new rule on substances prohibited from use in animal food or feed. GAO found that (1) the final rule prohibits the use of certain cattle origin materials in the food or feed of all animals to further reduce the spread of bovine spongiform encephalopathy (BSE) within the United States, strengthens the safeguards designed to prevent the spread of BSE in U.S. cattle, and reduces further risk posed to humans from the agent that causes BSE; and (2) FDA complied with the applicable requirements in promulgating the rule.
