GAO reviewed the Environmental Protection Agency's (EPA) new rule on revisions to the Regional Haze Rule to incorporate sulfur dioxide milestones and Backstop Emissions Trading Program for nine western states and eligible Indian tribes within that geographic area. GAO found that (1) the rule revises EPA's regional haze rule to incorporate certain provisions for western states and eligible Indian tribes; and (2) EPA complied with applicable requirements in promulgating the rule.
