Many Navy organizations have industrial fund accounting systems, which have improperly transferred costs from one project to another.

This has resulted in distortion of costs of products and services, unauthorized reprogramming actions, and illegal charging of costs. Navy has prescribed new controls to stop the improper

Recommendation for Executive Action

    Recommendation: The Secretary of the Navy should ask the Naval Audit Service to review a sufficient number of Navy's industrially funded organizations to ascertain whether Navy Comptroller instructions on controls over cost transfers have been, and continue to be, implemented effectively.
