In response to a congressional request, GAO reviewed the Department of Energy's (DOE) system for monitoring alcohol fuels financial assistance projects.

Department of Energy The Secretary of Energy should: (1) require program offices to certify to appropriate contracting officers that effective project monitoring will be ready to begin when projects start; and (2) require contracting officers to obtain such certifications before making project awards.
