The failure by the Department of Energy (DOE) to analyze the energy effects of certain tax measures was reviewed.

With the exception of the National Energy Plan, DOE has made little or no contribution to the administration's tax policies affecting energy, has taken no formal position on tax issues, and has not analyzed the actual energy effects of major energy tax changes to see if further changes are in order.

Recommendation for Executive Action

  1. Status: Closed

    Recommendation: DOE should: (1) improve its analysis of energy tax issues; (2) communicate with other executive branch agencies, such as the Department of the Treasury and the Office of Management and Budget, to ensure that the energy policy view is given consideration; and (3) make the results of its analysis available to the Congress for its use when these issues are under discussion.
