Proposed Changes to the Defense Acquisition Regulation [Read Letter]

The General Services Administration's Director of Federal Procurement Regulations asked GAO's views on proposed changes to the Defense Acquisition Regulation to encourage prime contractors to place subcontracts in urban areas.
