Questionnaire data used as the basis for a GAO report on the managerial obstacles faced by states in implementing federal environmental programs is summarized. Questionnaires were mailed to state lead environmental agency administrators and program directors responsible for implementing the Clean Air Act; the Clean Water Act; the Insecticide, Fungicide and Rodenticide Act; the Resource Conservation and Recovery Act; and the Safe Drinking Water Act. Each of the six sections includes a copy of the questionnaire along with the responses. Some responses were not provided since they identified the respondee, repeated previous answers, or were too voluminous.
