In January 1979, GAO issued a report reviewing processing of the application for the Oakwood apartments, near Milford, Ohio, an assisted housing project under the Department of Housing and Urban Development (HUD). HUD did not agree with two of the four GAO recommendations, and stated that the intent of a third recommendation was unclear. GAO still believes that the changes are needed, and that HUD comments did not address adequately the issues raised in the review. The agency has not explained its position that proposed housing projects do not have to be in a designated census tract to be consistent with a housing assistance plan. Instructions provided on preparing information packets for potential developers create further confusion. Clarification of this issue is necessary so that local governments, clearinghouses, and developers will understand the HUD position.
