GENERAL SERVICES ADMINISTRATION: WE HAVE REVIEWED THE PROPOSED SUBSECTION 302.10. FELT THAT YOU WERE PROCEEDING TOWARD A SIMPLIFICATION FOR HANDLING SUPPLY INVOICING. A REPRESENTATIVE OF OUR ACCOUNTING SYSTEMS DIVISION VISITED DENVER AND FOUND THAT PROGRESS WAS BEING MADE IN STREAMLINING THE OPERATIONS. IT SHOULD BE RECOGNIZED THAT THE REQUIREMENT FOR AGENCIES TO SUBMIT SEPARATE ORDERS BY GENERAL SERVICES ADMINISTRATION MERCHANDISE DEPARTMENTS WILL RESULT IN AN INCREASE IN THE NUMBER OF ORDERS HANDLED. YOUR REPRESENTATIVES HAVE ADVISED US THAT THE EXPECTED INCREASE WILL BE ONLY APPROXIMATELY 18 PERCENT OVER THE PRESENT NUMBER. WE UNDERSTAND THAT THE INCREASE WILL BE MORE THAN OFFSET BY OTHER BENEFITS TO BE DERIVED.

B-87880, JUL. 29, 1955

TO HONORABLE EDMUND F. MANSURE, ADMINISTRATOR, GENERAL SERVICES ADMINISTRATION:

WE HAVE REVIEWED THE PROPOSED SUBSECTION 302.10, CHAPTER II, TITLE I, PERSONAL PROPERTY MANAGEMENT, REGULATIONS OF THE GENERAL SERVICES ADMINISTRATION, SENT TO US ON JULY 13, 1955.

ON JULY 29, 1954, WE GAVE OUR APPROVAL TO USE A PROTOTYPE FORM ON AN EXPERIMENTAL BASIS FOR YOUR DENVER REGION, AND FELT THAT YOU WERE PROCEEDING TOWARD A SIMPLIFICATION FOR HANDLING SUPPLY INVOICING. SUBSEQUENTLY, A REPRESENTATIVE OF OUR ACCOUNTING SYSTEMS DIVISION VISITED DENVER AND FOUND THAT PROGRESS WAS BEING MADE IN STREAMLINING THE OPERATIONS.

HOWEVER, YOUR REPRESENTATIVES HAVE ADVISED US THAT THE EXPECTED INCREASE WILL BE ONLY APPROXIMATELY 18 PERCENT OVER THE PRESENT NUMBER, BASED ON A STUDY MADE OVER THE PAST FEW MONTHS. HOWEVER, WE UNDERSTAND THAT THE INCREASE WILL BE MORE THAN OFFSET BY OTHER BENEFITS TO BE DERIVED, SUCH AS ELIMINATION OF PREPARING INVOICES AND EFFICIENCY IN PICKING STOCK.

WE ARE PLEASED TO CONCUR WITH THE ORDER-INVOICE FORM AND REGULATIONS, AND TRUST THAT THE EXPECTED SAVINGS WILL BE REALIZED.
