I HAVE YOUR LETTER OF JUNE 1, 1949, WITH ENCLOSURES, REQUESTING A DECISION AS TO WHETHER THE BID OF JOHN H. PARISH & SON DATED MAY 11, 1949, IN THE AMOUNT OF $3,398 FOR PAINTING BUILDINGS NOS. 553, 554 AND 555 AT THE MEMPHIS MUNICIPAL AIRPORT MAY BE DISREGARDED, IN VIEW OF AN ERROR ALLEGED BY THE BIDDER TO HAVE BEEN MADE THEREIN.

THE ABSTRACT OF BIDS SHOWS THE BID OF JOHN H. PARISH & SONS TO BE OUT OF LINE WITH THE SEVEN OTHER BIDS RECEIVED, WHICH RANGED FROM $7,671 TO $13,145. EVIDENCE IN THE FORM OF A COPY OF THE BIDDER'S ESTIMATE SHEET AND AN AFFIDAVIT OF THE EMPLOYEE WHO PREPARED THE BID CLEARLY INDICATED THAT THE INTENDED BID PRICE FOR THE THREE UNITS, AS CALLED FOR, WAS $10,194, OR $3,398 A UNIT. UNDER THE CIRCUMSTANCES, THERE APPEARS NO DOUBT THAT AN ERROR WAS MADE, AS ALLEGED.

ACCORDINGLY, THE BID OF JOHN H. PARISH & SONS SHOULD BE DISREGARDED IN MAKING THE AWARD.

THE PAPERS, WITH THE EXCEPTION OF THE CONTRACTING OFFICER'S STATEMENT DATED MAY 13, 1949, ARE RETURNED HEREWITH.
