ON JULY 2, 1962, YOU WRITE TO OUR OFFICE CONCERNING THE MATTER OF A PAYMENT MADE TO YOUR ANCESTOR, DONATIEN LE RAY DE CHAUMONT, IN REPAYMENT FOR LOANS MADE TO THE UNITED STATES DURING THE REVOLUTIONARY WAR PERIOD. YOU ENCLOSED A COPY OF A LETTER DATED JULY 27, 1949, TO MR. F. G. AWALT FROM FRANK L. YATES, ASSISTANT COMPTROLLER GENERAL OF THE UNITED STATES. YOU STATE THAT FROM THAT LETTER IT WOULD APPEAR THAT WARRANT NUMBER 602, DATED AUGUST 31, 1790, WAS ISSUED TO YOUR ANCESTOR FOR $104,327.22, BUT THAT ONLY $9,051.33 HAS BEEN PAID.

THIS IS TO ADVISE THAT THE SUM OF $104,327.22 DOES NOT REPRESENT THE AMOUNT OF WARRANT NUMBER 602. THE AMOUNT OF THE WARRANT WAS $9,051.33 AND, FROM THE INFORMATION OF RECORD, CONSTITUTES THE ONLY PAYMENT MADE BY THE UNITED STATES TO YOUR ANCESTOR. THE $104,327.22 FIGURE WAS INCLUDED IN AN APPROPRIATION MADE BY THE FIRST CONGRESS OF THE UNITED STATES "FOR THE SEVERAL PURPOSES SPECIFIED IN AN ESTIMATE ACCOMPANYING THE REPORT OF THE SECRETARY OF THE TREASURY * * *.' YOUR ATTENTION IS DIRECTED TO VOLUME 1 OF THE UNITED STATES STATUTES AT LARGE, CHAPTER 46, PAGES 185-6, FOR THE COMPLETE TEXT OF THE APPROPRIATION ACT OF AUGUST 12, 1790.

IN VIEW OF THE USE OF THE WORDS "AS INDICATED THEREIN" ON THE LAST LINE OF THE FIRST PAGE OF THE LETTER OF JULY 27, 1949, IT IS UNDERSTANDABLE HOW YOU HAVE COME TO THE CONCLUSION THAT THE WARRANT INVOLVED WAS ISSUED IN THE AMOUNT OF $104,327.22. IN POINT OF FACT,"AS INDICATED THEREIN" REFERS TO A LETTER DATED MAY 13, 1949, TO MR. F. G. AWALT FROM ASSISTANT COMPTROLLER GENERAL YATES AND NOT TO WARRANT NUMBER 602. A COPY OF THE LETTER OF MAY 13 IS ENCLOSED.

IN SUMMARY, BY THE ACT OF AUGUST 12, 1790, CH. 46, 1 STAT. 185, THE SUM OF $104,327.22 WAS APPROPRIATED FOR THE PURPOSE OF PAYING SEVERAL DEBTS OUTSTANDING AGAINST THE UNITED STATES. INCLUDED AMONG THOSE DEBTS WAS A CLAIM IN THE AMOUNT OF $9,051.33 WHICH WAS PAID TO DONATIEN LE RAY DE CHAUMONT ON WARRANT NO. 602, AUGUST 31, 1790.

IN VIEW OF THE EXPLANATION GIVEN HERE, IT WOULD NOT APPEAR NECESSARY FOR YOU TO REVIEW OUR FILES IN THE MATTER.
