THE RIGHTS OF AN OFFICER ARE FIXED BY HIS ORDERS TO ACTIVE DUTY, AND THE HOME OF RECORD WHEN ORDERED TO ACTIVE DUTY REMAINS THE SAME, INSOFAR AS RIGHTS TO MILEAGE ARE CONCERNED, DURING HIS CONTINUANCE IN SERVICE. CLEARLY, IT WAS NOT THE INTENTION OF THE STATUTE THAT AN OFFICER, AS HE NEARS THE COMPLETION OF A TOUR OF ACTIVE DUTY, MAY INCREASE THE OBLIGATION OF THE GOVERNMENT, BY MERELY EXECUTING A REPORT THAT HE DESIRES TO TRAVEL TO SOME OTHER AND MORE DISTANT PLACE.
