A firm protested a Navy contract award for parachutes, contending that the Navy improperly awarded the contract to a higher bidder. GAO held that the awardee's bid, while not low from the standpoint of price, represented, upon a consideration of all the various factors, the bid most advantageous to the government. Accordingly, the protest was denied.
