GAO was asked to render a decision as to whether a law applied to Members of Congress, and whether the law prhibits a Member of Congress from utilizing Volunteers to assist in the performance of the official functions of the Member's office.
GAO found that the law does apply to Members of Congress. Further, GAO found that the law does not forbid the acceptance of services intended and agreed to be gratuitous, where rates of employee compensation are administratively determined and not fixed by or pursuant to statute.
