GAO submitted a report to Congress focusing on "A Bill for the Relief of Phyllis Hertzog." Congress called attention to the statement in that report to the effect that it was presumed that the bill was introduced for the purpose of overcoming certain decision of GAO but that it would not in its present form accomplish that purpose. With respect to that statement, Congress asked GAO to suggest how the bill could be amended to meet the objection.
