Request for Authorization to Certify for Payment a Voucher for the Purchase of Balloons used for Advertising

An Authorized Certifying Officer of the Department of Labor's United States Employment Service requested a decision on whether it could certify for payment a voucher in the amount of $15.21 for the purchase of 300 balloons which were used to advertise the Service in a Veterans' parade.
