A MISCELLANEOUS EXPENSE ALLOWANCE SHALL BE PAYABLE TO AN EMPLOYEE FOR WHOM A PERMANENT CHANGE OF STATION IS AUTHORIZED OR APPROVED. REGARDLESS OF WHERE THE OLD OR NEW OFFICIAL STATIONS ARE LOCATED. SUBJECT TO THE FOLLOWING LIMITATIONS AND CONDITIONS AND PROVIDED THE AGREEMENT REQUIRED IN SUBSECTION 1.3C IS SIGNED. "/1) ALLOWANCES IN THE FOLLOWING AMOUNTS MAY BE PAID WITHOUT BEING SUPPORTED BY RECEIPTS OR ITEMIZED STATEMENTS INDICATING THE NATURE OF COSTS OR EXPENSES BEING REIMBURSED: "/B) $200 OR THE EQUIVALENT OF TWO WEEKS' BASIC COMPENSATION. WHICHEVER IS THE LESSER AMOUNT. FURTHER IT IS NOTED THE SUM OF $100 MISCELLANEOUS EXPENSES ALREADY HAS BEEN ADMINISTRATIVELY ALLOWED IN THIS CASE.

YOUR LETTER OF FEBRUARY 14, 1969, SUBMITS A RECLAIM VOUCHER IN THE AMOUNT OF $100 FROM MR. CHARLES G. HARDING, AN EMPLOYEE, REPRESENTING THE DIFFERENCE BETWEEN THE $200 MISCELLANEOUS EXPENSE ORIGINALLY CLAIMED AND THE $100 ADMINISTRATIVELY ALLOWED.

YOU ASK WHETHER MISCELLANEOUS EXPENSES OF $200 CAN BE ALLOWED REGARDLESS OF THE AMOUNT SHOWN ON THE TRAVEL AUTHORIZATION IF THE EMPLOYEE MEETS THE CONDITIONS OF SUBSECTION 3.2A (1) (B) OF BUREAU OF BUDGET CIRCULAR NO. A- 56, REVISED OCTOBER 12, 1966. THAT SUBSECTION READS AS FOLLOWS:

"A. A MISCELLANEOUS EXPENSE ALLOWANCE SHALL BE PAYABLE TO AN EMPLOYEE FOR WHOM A PERMANENT CHANGE OF STATION IS AUTHORIZED OR APPROVED, REGARDLESS OF WHERE THE OLD OR NEW OFFICIAL STATIONS ARE LOCATED, SUBJECT TO THE FOLLOWING LIMITATIONS AND CONDITIONS AND PROVIDED THE AGREEMENT REQUIRED IN SUBSECTION 1.3C IS SIGNED.

"/1) ALLOWANCES IN THE FOLLOWING AMOUNTS MAY BE PAID WITHOUT BEING SUPPORTED BY RECEIPTS OR ITEMIZED STATEMENTS INDICATING THE NATURE OF COSTS OR EXPENSES BEING REIMBURSED:

"/B) $200 OR THE EQUIVALENT OF TWO WEEKS' BASIC COMPENSATION, WHICHEVER IS THE LESSER AMOUNT, FOR AN EMPLOYEE WITH IMMEDIATE FAMILY.' WE NOTE THAT THE TRAVEL AUTHORIZATION ISSUED SEPTEMBER 13, 1968, AUTHORIZED THE OFFICIAL CHANGE OF STATION AND SET OUT FOR ADMINISTRATIVE PURPOSES ONLY $100 AS THE ESTIMATED COST OF MISCELLANEOUS EXPENSES FOR RELOCATION OF RESIDENCE. FURTHER IT IS NOTED THE SUM OF $100 MISCELLANEOUS EXPENSES ALREADY HAS BEEN ADMINISTRATIVELY ALLOWED IN THIS CASE. THIS PRESUMES THAT SOME EXPENSE AS REFERRED TO IN SECTION 3.1 OF THE FOREGOING CIRCULAR HAS BEEN INCURRED BY THE CLAIMANT IN CHANGING HIS OFFICIAL DUTY STATION. SEE B-164137, JUNE 26, 1968, COPY ENCLOSED.

ACCORDINGLY, SINCE THE CLAIMANT HAD AN "IMMEDIATE FAMILY" (WIFE) AND INCURRED SOME EXPENSE, AS REFERRED TO ABOVE, HE MEETS THE CONDITIONS OF THE ABOVE-QUOTED PROVISION AND IS ENTITLED TO THE $200 AUTHORIZED THEREUNDER. THE INFORMATION SHOWN ON THE TRAVEL AUTHORIZATION IS MERELY AN ESTIMATE AND IT DOES NOT DETERMINE THE AMOUNT PAYABLE. YOUR QUESTION IS ANSWERED IN THE AFFIRMATIVE.

THE VOUCHER, RETURNED HEREWITH, MAY BE CERTIFIED FOR PAYMENT IN THE AMOUNT OF $100, IF OTHERWISE CORRECT.
